The primary focus of this position is the support of Massachusetts Care Coordination Network’s (MCCN’s) Information Technology systems including its Care Manager Software Tool and Microsoft Hardware and Software systems and its linkage with quality management and compliance activities related to Mass Health LTSS CP regulations and reporting requirements.



  1. Manage, design, and maintain an information technology system for MCCN that complies with EOHHS requirements, policies, and standards.
  2. Develop policies and procedures for information sharing, Electronic Health Record utilization, and Mass HIway connection with ACOs, MCOs, and other providers who serve enrollees. Ensure all exchanges of Enrollee information are secure and HIPAA compliant.
  3. Work closely with the Director of Massachusetts Care Coordination Network & the Director of Quality Management and other key stakeholders for the purpose of report generation and coordination. This includes Member Status Reports, Quality Measures Reports, and other additional reports that might be requested by EOHHS that are necessary to support this Delivery System Reform Incentive Program (DSRIP) project.
  4. Develop innovative network troubleshooting methods that reduce downtime and identify problematic areas and implement strategic solutions.
  5. Build and sustain effective relationships between MCCN Staff, Netsmart Care Manager Team Staff, and all other project stakeholders to enable execution of key initiatives and entity goals.
  6. Work closely with Netsmart to ensure Care Manager Tool is developed and in compliance with objectives of Model Contract and MCCN LTSS CP.   Work as the liaison for trouble shooting IT related issues for the Care Manager Tool with all stakeholders.
  7. Coordinate MCCN IT staff training in collaboration with Netsmart to help to facilitate a smooth implementation of the software tool.
  8. Serve as liaison with all MCCN Partners on all computer/networking issues as well as with outside vendors.
  9. Assist with the management of file maintenance projects, backup systems and period maintenance routines.
  10. Work closely with SHF Chief Information Officer and Netsmart to ensure complete program of computer security, including preservation of data and other computing assets both hardware and software maintenance of the confidentiality and integrity of the data, protection from fraud and business interruption recovery procedures.
  11. Ensure that all use, disclosure, maintenance, and creation of receipt of protected health information (PHI) and other personal or confidential information in connection with the ACO’s/MCO’s is in compliance with Privacy and Security Rules and Data Use Agreements.


  1. Bachelor’s degree in computer science or related field or equivalent work experience.
  2. Certified Associate in Project Management preferred
  3. Certification preferred in database design such as Access, SQL, Visual Basic, C++, Front Page HTML, HTMLX, Java.
  4. Systems Implementation experience.
  5. Outstanding verbal, written, presentation abilities and interpersonal skills.
  6. Excellent technical and data analytic experience required.
  7. Ability to use Care Management Software and Electronic Health Record.
  8. Commitment to MCCN values and mission.
  9. Must have valid driver’s license and access to auto.
  10. Ability to read and speak English.
